The Former President's Woke Alarm Misses Europe's True Threat: Technological Stagnation.

Donald Trump's national security strategy presents a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "progressive" agendas pose an existential risk to European civilization. Yet, this perspective rests on a fundamental misreading of the reality. The true challenge confronting Europe is not cultural but economic and technological lag.

A Glaring Economic Divide Separating Europe and the US

Statistics reveal a sobering picture. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry thirteen and a half percent growth for the EU. During this time, European income per person fell from 76.5% to just half of the American figure. Strikingly, even the poorest US state now has a higher per capita income than major EU nations like Italy and France.

Currently, roughly half of the global top fifty tech companies are US-based, while a mere four are from Europe.

The Technological Deficit: The Core Question

The growing economic gap stems from stronger efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is overwhelmingly US-centric. In the last fifty years, hundreds of American startups have grown into enterprises valued at more than ten billion dollars, compared with only fourteen in Europe.

This gap prompts a vital issue: In the race for future industries like AI, semiconductors, and quantum computing, what is Europe positioned? Most analysts agree it is largely a contest between two between the United States and China, with Europe entering at a significant disadvantage.

Underlying Factors of Europe's Technological Lag

Several major reasons explain this technological divide.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for financing new ventures. The EU has yet to establish a genuine unified investment market, which limits the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper Europe. A US startup can launch a service under a single regulatory framework to access a consumer base of over 330 million. The EU, despite a larger population size, is divided among twenty-seven different national regimes, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, business failure was once viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has weakened its ability in pioneering research.

A Path Forward: Grounds for Hopefulness

Despite these challenges, there are reasons for optimism. European leaders are growing more conscious of the existential challenge and have begun to advance substantial change. Notable analyses on EU competitiveness and the internal market point to the necessity of sweeping changes.

With the right incentives and rule changes, Europe's strengths might enable far greater levels of business-led breakthroughs.

The continent still possesses considerable strengths: skilled human capital, top-tier schools and universities, and world-class labs. Alongside a large internal market and substantial household savings, these elements have the potential to trigger a surge of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating cutting-edge technologies, it can still dramatically increase productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now stands at a critical moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. However, without bold steps to tackle its deep-seated problems, today's slow erosion could turn into a rapid and permanent decline in world influence.
